Active Reserve

Active Reserve of the Lithuanian Armed Forces

The Active Reserve of the Lithuanian Armed Forces consists of military personnel who have completed basic military training in the Lithuanian Armed Forces or equivalent training that meets the knowledge and skill standards for soldiers established by the Commander of the Lithuanian Armed Forces. Members of the Active Reserve must be under 65 years of age.

Call-Up and Training of Active Reserve Soldiers

Selected reserve military conscripts receive official orders to report to a regional unit of the Military Commandants’ Command, where their compliance with statutory requirements is verified. After verification, conscripts are assigned to military units to perform military tasks and participate in refresher training aimed at maintaining and renewing their military knowledge and skills.

Active Reserve training lasts from 20 to 60 days over a period of 15 years, in accordance with the plan approved by the Commander of the Lithuanian Armed Forces for calling reserve military conscripts to participate in military tasks and training.

Exemptions and Postponement of Reserve Military Service

Cases of exemption from conscription and postponement of compulsory military service are regulated by Articles 3 and 15 of the Law of the Republic of Lithuania on Military Conscription and Alternative National Defence Service.

If a conscript believes that circumstances exist that justify exemption or postponement, they must submit documents supporting those circumstances in accordance with the individual procedure established by law. A reserve military conscript summoned to participate in military training or service tasks may apply to a regional unit of the Military Commandants’ Command to request a postponement of service if participation would cause disproportionately significant harm to the conscript’s interests or to the public interest, and such harm could be avoided if the conscript performed military service at another time.

Applications for postponement submitted by reserve military conscripts are reviewed by the Selective Recruitment Commission. If approved, training may be postponed for one calendar year from the date the application is received or for a shorter period, taking into account the specific circumstances of the application.

Medical Examination and Fitness for Service

Before being called up to participate in Active Reserve military tasks and training, a reserve military conscript must undergo a medical examination conducted by the Military Medical Examination Commission, which determines the conscript’s fitness for reserve service.

Salary and Benefits for Active Reserve Service

Active Reserve military conscripts are paid a salary for each day of service in the reserve. The salary is calculated based on:

  • the official salary of a professional military service soldier of the corresponding rank, or

  • the average salary at the conscript’s main place of employment, upon submission of an official certificate.

During the first year of Active Reserve service, conscripts are paid 100% of the official salary corresponding to their military rank. For example, a conscript holding the rank of junior private who is summoned to participate in 21 days of military training would receive a salary of approximately EUR 650–680.

If the average salary earned by the conscript at their primary place of employment is higher than the calculated official salary for reserve service, the conscript is paid a salary equal to that average, provided that it does not exceed two average monthly salaries of the national economy, as published by the Lithuanian Department of Statistics.

In addition, Active Reserve military conscripts are provided with:

  • military clothing and equipment,

  • food and accommodation, and

  • social guarantees in accordance with the laws of the Republic of Lithuania.
